[Liskell-devel] TransformationMonad

The ILC-07 Liskell paper seems to imply that PTTs run within the TransformationMonad.  However, from what I can tell only the Liskell primitives do.  I see heavy use of the TransformationMonad in "LskToHs.hs" but none in the tech-demos.  Furthermore the type of LskEnv seems to indicate that the transformation monad is not available to PTTs.  Am I missing something?
